Pragmata Shelter upgrades decide how rough the back half of the campaign feels. Every Shelter License Key you bring back from a sector boss raises its level and opens new upgrades at the Firmware Updater and the Unit Printer.

How Do Shelter License Keys Raise the Shelter Level?
Each main sector boss drops a Shelter License Key, and giving it to Cabin back at base raises the Shelter by one level. Capcom's official Shelter page describes the loop the same way: key items go to Cabin, and each new level adds or expands facilities.

Apply the key as soon as you're home. Community guides on Steam point out that a key sitting in your inventory does nothing, and every cap tied to it stays shut until Cabin has it.
Auto-Hacking costs 1 Pure Lunum to print and clears the basic nodes of a hack for a small slice of hacking gauge. Object Scan points out hidden items, which makes a return trip to an earlier sector worth it.
Level 5 sits behind the credits and lifts the remaining weapon upgrade limits, so fully maxing your favorite Attack Unit is a post-game project.
What Each Shelter Facility Does

Progression runs through four stations. Three of them take their own currency, and the fourth pays out.

Upgrade Components are the tight resource. They come from side rooms, boss drops and Training Simulations, and players report a fixed number per sector, so there's no easy farm.
Lunafilament works the other way, dropping from robots and supply boxes constantly. Pure Lunum is the rare one, found in white chests and Training Simulations, and certain Unit Printer purchases need it, Auto-Hacking among them.
Find a new weapon or hacking node in a sector, and you still have to print it at the Unit Printer before it joins the loadout. Nodes such as Decode and Heat then carry their own upgrade levels.
Pragmata Upgrade Priority at the Firmware Updater
Put Upgrade Components into Diana's hacking first, Hugh's suit second and the Primary Unit last. That Pragmata upgrade priority is the common pick in player guides, and it matches how fights work: nearly every robot carries plating that blocks gunfire until Diana opens it.
Why hacking over health early on? Hacking upgrades raise hack damage, stretch the Open duration and fill the Heat Gauge faster. A longer Open window means more time for Critical Shot finishers and your Attack Unit.
The suit climbs the list later. Our review flagged the final sectors as cramped, with difficulty spikes that pushed suit health ahead of everything else. Shift your Firmware Updater spending toward the suit once the Lunum Mines are behind you.
Starve the Primary Unit. Its ammo recharges and secondary weapons hit harder, so a few early levels are plenty. Extra Repair Canister capacity is a better target, and player guides rank it near the top.
Cabin Coins, Earth Memories and the Stamp Club
Cabin Coins come from gifting Earth Memories to Diana (one coin per gift), from Safe Boxes and from Training Simulations. You spend them at Cabin's Stamp Club, a bingo-style board where each tile hands out a reward and completed lines add bonuses.
Rewards include outfits for Hugh and Diana, mods, hacking nodes and Red Gate Keys, and the bottom row of each board asks you to clear Red Zone challenges first. New boards appear as the Shelter levels up, up to the Executive board at Level 5.
Diana also reacts to every gift, plays hide-and-seek around the Shelter, and the hub itself changes as the story moves on. Those moments give the stretch between sectors real weight.
The Simulation Pod opens at Level 2. Its Training Simulations pay Cabin Coins and materials, and in our playthrough they taught more about hacking routes than the campaign did.

Final Words
Shelter levels set the ceiling, and Upgrade Components decide how close you get to it. A level-up only raises caps, so the real choice is where each scarce cube goes.
Hold a small reserve of components for the final sectors. A couple of suit levels bought at the right moment do more than the same cubes spread thin across three tracks. The post-game then gives a build that felt finished at the final boss more room to grow.
