How to Unlock HSW Upgrading in GTA Online

Log in to the game and wait for a phone call from Hao. He'll contact you automatically once you're in.
Complete the time trial he gives you. You must pass this trial to unlock HSW access.
Purchase an LS Car Meet membership for $50,000. This membership is required to use the Car Meet workshop, where HSW conversions happen.
Bring an eligible vehicle to the Car Meet and convert it to HSW-compatible. Your first conversion is free, so you can try out the system without spending extra.
The time trial shouldn't cause any stress. The game gives you plenty of time to complete it, so you're not racing against a tight deadline. Most players pass it on their first attempt without much difficulty. Once you've finished these steps, HSW upgrades become available for all eligible vehicles you own or purchase in the future.
