A console version for PlayStation 5 and Xbox Series X/S has been indefinitely delayed, making the PC version the only available platform at this time.

The game is the direct sequel to Cities: Skylines (2015) and expands on its predecessor in scope and simulation depth. The most significant change is scale: maps now support up to 150 tiles, compared to nine in the original, allowing players to build significantly larger cities without size constraints.

The citizen simulation has been rebuilt in greater detail. Each resident follows a daily routine, holds a job, maintains family relationships, and makes decisions based on individual needs. The city's economy emerges from these individual behaviors rather than abstract figures, making the connection between city planning decisions and population response more immediate and readable.

Traffic management has been updated with improved AI and more granular road design tools. Underground infrastructure, including tunnels and subways, can be placed through a dedicated building layer. Mixed-use zoning allows more organic urban development compared to the strictly separated zone types in the first game.

Dynamic weather and seasons are part of the base game, covering hailstorms, tornadoes, and forest fires that stress infrastructure and require emergency response systems. Terraforming tools give players more control over the landscape before and during construction.
