The game is set in Night City, a corporate-controlled metropolis in the Free State of California, seven years after a Unification War reshaped the continent. Players control V, a mercenary working for a fixer named Dexter DeShawn. After a heist goes wrong, V becomes bound to a biochip carrying the digitized consciousness of Johnny Silverhand, a rebellious rockerboy and revolutionary figure played by Keanu Reeves. With Johnny's personality slowly overwriting V's own, the two must learn to work together to find a way to separate while being hunted by the Arasaka Corporation.

Played from a first-person perspective, Cyberpunk 2077 lets players customize V's appearance, background through a chosen Lifepath and combat approach across melee weapons, firearms, and hacking abilities. Cyberware implants modify V's stats and abilities, with limits tied to both capacity and cost. Player choices throughout the story affect mission outcomes and lead to multiple distinct endings.

Phantom Liberty, a spy-thriller expansion, released on September 26, 2023, alongside the major free Update 2.0, which overhauled cyberware mechanics, perks, the skill tree, vehicle combat, and police behavior. The expansion and update together led to a substantial critical and player reappraisal of the game, eventually earning Cyberpunk 2077 the Best Ongoing Game award at The Game Awards 2023, three years after its troubled launch.
